This website is owned by Statistics Estonia and we want www.stat.ee and www.rahvaloendus.ee and all our applications to comply with the accessibility requirements established under section 32 of the Public Information Act.

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content and features

The content and functions listed below are not in compliance with the legal provisions.

  • The website www.stat.ee is not in compliance with all of the mandatory requirements of the Web Content Accessibility Guidelines (WCAG) version 2.1.

The website is not in compliance with all of the mandatory requirements transposed from the WCAG to Chapter 9 of EN 301 549 V3.2.1 (2021-03).

The deficiency is causing a non-compliance with accessibility requirement 9.6.

  • In the "Cookie settings" module at the bottom of the website, the Tab key does not move the focus to the "More information" link (it cannot be opened or read), nor to the buttons to accept or reject the use of cookies.

Pressing the Tab key moves the focus away from the open "Cookie settings" module to the next item (the logo). In the module, it is possible to focus on content in an illogical order.

The deficiency is causing a non-compliance with accessibility requirement 2.4.3.

  • In the "Quick access" section of the website, the "Calendar" link lacks a descriptive text clearly explaining what happens when the user clicks on this link.

For users with screen readers, the purpose of the link may not be clear enough without explanatory text.

The deficiency is causing a non-compliance with accessibility requirement 2.4.4.

  • The semantic hierarchical order of headings is not fully consistent with the recommended order of HTML elements H1-H6.

There are places on the website where the headings or labels describing a topic or purpose do not follow a logical semantic order of headings. The HTML elements <h1> to <h6> help structure the content of a website by defining a hierarchy of headings.

The deficiency is causing a non-compliance with accessibility requirement 2.4.6.
